Mauritius Cargo Community Services Ltd

Mauritius Cargo Community Services Ltd is a public-private partnership that has been appointed by the Government of the Republic of Mauritius to build and manage the CCS. The company operates an information system ensuring the data collection and the processing of information in relation to the import and export of goods, as provided and received by the professional interacting in the cargo and/or the air cargo sectors.

The MACCS acts as a trade facilitator and this project addresses three national objectives:

  1. Improvement of the competitiveness of Mauritian products
  2. Development of Mauritius as a regional trade and transport hub
  3. Implementation of World Customs Organisation SAFE Framework of Standards to secure the international supply chain.

Our Mission

To enable the cargo community and Customs Authorities to facilitate and secure global trade and to increase Mauritius’ competitiveness by providing Cargo Systems and related services.

Chief Executive Officer of MaCCS

Mr D. Ng Cheong Hin is the Chief Executive Officer of MACCS since July 2009. He is a Certified Accountant (ACCA) since 1994 and FCCA since 1999 and also holds a MBA University of Surrey 2001. He has attended various Management and Self Development courses.
He was previously Managing Director – Rogers Logistics Division, Chief Operating officer Rogers logistics Division, Manager Finance & Admin-promoted to be the Managing Director of Cargo Express Co Ltd and Air Mauritius Ltd and occupied various supervisory and Managerial positions culminating in the job of Revenue Accountant for the national airline.
He was instrumental in the computerisation and re engineering of Cargo Express a leading forwarder in Mauritius. Having been in charge of the Logistics Division of the Rogers Group, he has also acquired a rich and extensive experience in strategic development and deployment as well as managing multinational structures.
The Board meets each month to consider a broad range of matters including progress with regard to the Company’s various development programs, strategy and financial reviews, among others enabling the Board to function effectively and allow Directors to discharge their responsibility, full and timely access is given to all relevant information. Furthermore, the Board’s responsibilities are as follows:
  • To ensure that the Code is implemented by the Company;
  • To provide effective corporate governance;
  • Determine the Company’s purpose, strategy and values;
  • Monitor and evaluate the implementation of strategies, policies, management performance criteria and business plans. In effect, Board must provide guidance and maintain effective control over the Company and monitor management in carrying out board plans, strategies and more so, to ensure compliance; and
  • Ensure that the company complies with all relevant laws, regulations and codes of best business practice.
