The Mauritius Cargo Community Services Limited (MACCS) is the company that operates the Cargo Community System (CCS) to secure and facilitate trade operations in Mauritius.  The nature of its operation relies on a highly competent technical team made up of talented and experienced engineers.

The ideal candidate should:

  • Have a bachelor degree in the Software Engineering or any other academic qualifications which may be acceptable to the management
  • Have at least 3 years solid experience in developing secure large-scale and high performance websites
  • Possess a strong background in C#, ASP.NET, DOTNETCore, ANGULAR
  • Possess good knowledge of oracle queries and stored procedures.
  • Have experience working with Web APIs
  • Have experience with Xamarin/flutter
  • In-depth knowledge of HTML, CSS, JavaScript, JSON, XML is a must.
  • Have knowledge of reporting tool such as Microsoft Reporting Tool, Cognos is an asset
  • Have a strong Technical, Analytical, Planning, Programming and Problem Solving skills
  • Have experience of the full software development lifecycle: from requirements gathering and functional specification authoring, to development, testing and delivery.
  • Be passionate about Software Development, willingness to learn new technologies and self-motivated
  • Have cross browser compatibility knowledge – Internet Explorer, Chrome, Firefox, Safari, etc.
  • Be able to handle a fast-paced work environment, deadlines, and new challenges
  • Be results oriented
  • Have excellent communication, interpersonal and analytical skills

Key Responsibilities:

The day-to-day role and responsibilities shall include but are not limited to:

  • Develop and maintain existing software solutions
  • Perform full range of works related to application: analysis, design, and programming functions
  • Develop efficiency in the design and maintenance of database resources besides managing various tasks related to database management
  • Write efficient and scalable code with documentation and tests codes according to standards and established quality norms
  • Take ownership and do follow up on project/s assigned
  • Test websites/applications, quickly fix bugs and solve problems
  • Be able to work both independently and in a team and works closely with the other departments/personnel to develop software solution and any other solution important for the smooth or efficient running of the infrastructure and operations
  • Design and suggest innovative changes in application systems; reviews existing software solutions and provide ideas or recommendations for upgrades or change management
  • Maintains the software development infrastructure
  • Performs researches, documentations and trainings

The Technical Lead is responsible for the proper running and management of the systems infrastructure, including databases, in both on premise and on cloud environment while ensuring disaster recovery and business continuity. He/she will be responsible to lead a small pool of engineers/junior engineers.

In this role, the Technical Lead has to ensure the smooth planning, installation and configuration of the hardware and software used within MACCS IT infrastructure as well as ensure the appropriate setting up of virtual machines in the Cloud environment, while ensuring the security aspects all throughout.

In addition, he/she has to ensure operational efficiency while constantly assessing and taking measures to manage risks. The Technical Lead supports the Engineers to administer MACCS’s database and coordinate with third parties to monitor, maintain and tune the performance of production databases while ensuring high levels of data availability. He/she shall assist in developing, implementing, and ensuring adherence to relevant policies and procedures in line with the company’s IT strategy, including ISO standards.

This Technical Lead will also have the responsibility to technically assist external companies in the design, implementation and commissioning of their ICT Infrastructure in a cloud environment which will be a new revenue stream for MACCS.

Requirements:

  • At least 6-8 years’ experience in managing ICT Infrastructure, with proven experience in Systems, Database and/or Cloud Infrastructure

Knowledge in the following:

  • Advanced Windows Server Administration including Active Directory, PowerShell, IIS, DNS, etc.
  • Advanced SQL Server and database administration
  • Basic Linux server administration
  • Systems Setup including deployment of high-end servers, storage systems (SAN & SAN Fabrics), NAS, etc.
  • Data Centre Administration
  • Management of Oracle Cloud infrastructure
  • Strong communication skills – both written and verbal; ability to translate technical jargons into simple terms
  • Excellent time management & organisational Skills
  • Ability to foster, develop and lead a team
  • Strong proven project management skills
  • Ability to think outside the box

Key Responsibilities:

The day-to-day role and responsibilities shall include but are not limited to:

1. Ensure the smooth running of the IT systems at all times

  • Ensure the smooth running of all IT systems, databases and applications components in all sites including on premise and Cloud environment, primary and DR sites by applying international standards and best practices
  • Ensure deployment of applications are done as required
  • Ensure healthy status of all the IT systems and up to date infrastructure solutions as per client’s requirements
  • Follow incident management process to ensure timely response of IT security incidents
  • Monitor capacity of IT infrastructure to determine its effect on performance and recommend enhancements to meet new or changing demands
  • Record and maintain hardware and software inventories, site and/or server licensing, and user access and security
  • Document systems operating procedures and information systems policies as per ISO27001:2013 standard
  • Liaise with vendor and suppliers when necessary
  • Adopt & exercise effective risk management methodology
  • Ensure security is embedded with IT processes
  • Maintain Office365 and Oracle cloud infrastructure
  • Secure MACCS IT infrastructure by designing and implementing security safeguards
  • Perform auditing and vulnerability testing on the IT infrastructure, including risk scans and security assessments
  • Document and test business continuity plan and disaster recovery plan
  • Conduct technical research on system upgrades to determine feasibility, cost, time required, and compatibility with current system
  • Oversee/approve all IT Infrastructure purchasing with the right hardware and software configs & drafting of justification papers for board approval
  • Ensure no violation of software licensing scheme
  • Contribution and participation to R&D and bidding of tenders

2. IT Strategy and Cost Management

  • Analyses a variety of information sources and identifies new information or data to key decision-makers or stakeholders to support their understanding and decisions.
  •  Identifies and considers emerging development opportunities and risks when articulating new options and recommendations.
  •  Monitors financial performance of the unit, understands reasons and seeks to change events to improve financial performance
  • Champions innovative projects; demonstrates commitment to business excellence
  • Writes technical and commercially viable proposals to potential clients as relevant
  • Technical assistance to external companies in the design, implementation and commissioning of their ICT Infrastructure
  • Developing a high calibre team to also provide technical assistance to external companies as per above

3. Staff leadership and development

  • Ensure team members are aligned with the core values
  • Ensure staff issues are handled appropriately and escalated as required
  • Ensure staff members are provided relevant training/coaching/certifications
  • Ensure staff is provided with relevant and timely feedback
  • Manage performance of staff
